Which takes more effort, dumping an applicant's info into an Excel sheet or setting up interviews for a re-applicant which you might not want?
I know HR does its due diligence for even casual relief applicants, so pretty sure they'd track applicants for perm roles esp if time had been invested into processing, interviewing and deciding to offer that applicant.
