Lvl 11 analyst > Lvl10 SA is 1 year on average but because market is not good and difficult economy etc there are tons of TAPPERS who passed the 1 year mark and are still lvl 11

Same for Lvl10 > Lvl 9 Team Lead (1+2years) but last we checked a few hundred TAPPERS are still lvl 10 with 3 year exp
