we had a contract with this singapore agency (inl-agency.com) before, we discontinued it. as the previous poster mentioned, no point in us working with an agency who then outsources most of the work to other freelancers and agencies. there is many issues and freelancers constantly leaving joining and what not. not surprised they are doing shady things like trying to inflate headcounts at all.
