Depends on the student population and also subjects offered. In JCs for example you will see some departments even having two HODs, and two or more SHs IP - this is due to the large student population. In secondary schools, there may be some departments (e.g. Aesthetics) that look after several niche subjects, and there may be two SHs IP in such departments.
It's not common but not that uncommon either. It's also not about pushing very hard or whatever, it's just about how the SLs strategise their utilisation of the SEO1 posts available (i.e. KP quota) in the school.
