You are being managed out. No projects/work = no good grading = can give you D. You can speak to HR privately and get them to transfer you elsewhere. Either transfer or jump to another agency.
This is a standard trick by bosses that want their staff to leave. Just give you close to no work so you can be graded horribly and can't fight against it.
