GDS is on project/product delivery while SVC doing coordination, focus on Agency IT roadmap, governance etc. If both don’t collaborate and insist on own agenda, the project will fail. I think what GovTech should focus on is to build an ecosystem that encourage reusability and fast and quality delivery. I see too many system silos and duplicated effort in solving same problems. Teams/clans/agencies build their own ecosystem and moat around it.
