What is it you like about the role? Do bear in mind that if you see an agency or any company advertising for the same roles fairly often, it also says something about their turnover rates and attractiveness of the culture. How much have you found out about the office culture?

It could be that they feel you have more academic than industry experience, and that they don’t require someone with doctorate degree, so the value of the PhD is minimal for this role.

The difference in offers is at least $12k a year. Unless you feel the roles offering you more than $5k have no job security, I would go for those roles as you could learn some skills there and negotiate for a better offer in a few years time when the MPA role is open again. Assuming you are still interested.
