Headcount is being diverted to all of the 'AI' initiatives because of the broad PSD mandate to reduce headcount.
They are likely still trying to figure out how much people they need. So will keep issuing contracts until they can ascertain that. But for sure the goal isn't expansion anymore, if they can get rid of headcount they will.
It's why alot of staff are trying to say all these tech/AI doesn't work. They aren't stupid. If they say it works they will be out of a job.
