You are not wrong. 16 months is a average calculation.
For uniformed services:
JO
D = No quantum
C=1.2-1.4
B=2.2-2.45
A=3 - 3.4
SO (not sure but roughly higher than JO)
D= No quantum
C=2 - 2.4
B= 2.75 - 2.8
A = 3.4 -3.8
Mid year = 0 - 0.5 range
Year end= 13th month + 0.5 - 1.2 range
