The issue is I have only been in my current role for less than 2 years so I am afraid I am not eligible for secondment.

when u apply via career@gov or any job portal, it's basically normal process of apply job
don't mix up with secondment
and in any case, secondment (aka structured job rotation) usually is for staff who have stay for longer period (definitely nvr hear b4 staff gets seconded out from A to B with less than 2 years in current role)
and usually secondment is meant for those with high potential ie secondment for about 2 - 3 years, after that come back to parent agency/ministry to take up higher appt/leadership role in future
