We should also let patients ballot for slots to see OPS similar to COE system

Cat A - for single issue consult
Cat B - for 2-3 issues consult
Open cat - for >3 issues consult

Cap at 20 for morning and 15 for afternoon per doc
Bidding close by 10pm the night before

Those who don't get a slot can go see GP or try again tomorrow
