SDO was created by the previous CE TKH towards the end of his stint in IMDA. It was merely a wayang project to ensure that IMDA remains on the radar, but nonetheless had the full backing of the man at the top. Unfortunately, its launch coincided with the election and TKH had to leave in order to stand for election. As a result, SDO became an unwanted child. LCH doesn't pay much attention to it as it's not his pet project anyway yet he can't shut it down without a valid reason. So it continues to exist in IMDA but without much purpose or love. And as its generic name suggests, it doesn't have a USP.
