If I’m a partner at an audit firm, who’s authorised to sign off on audit reports - do I have to be a Public Accountant?

That is to say, what additional powers do I get as a Public Accountant?

How about if I am a CFO? Does it matter if I am a CA (Singapore) or CPA (Australia)?
Don't be angry guys, I wasn't trolling. I asked that because I am a CA (Singapore) myself, and so was my ex-CFO. However, most of my middle managers are from nearby overseas and they are holding CPA (Australia). Hence, I wanted to know whether there is any difference in progression career-wise.

I asked my friend who is in audit; she's a CA (Singapore) herself too, but she wasn't sure about how the Public Accountant route works. Hence, I asked you folks.
