Personally i feel that FEE self study of past notes is more than sufficient. Some tutorial questions from NTU were more difficult that questions from the exam.
PPE is mostly about statutory requirements and how you apply them.
I did not go for any courses, but if you are the type that memorise everything before an exam and return everything to the teacher after the exam, then i think u need more help.

Yes, considering to prepare for FEE, have a recognised degree issued by a local institution that is also accredited by the Engineering Accreditation Board. My degree is not directly under mechanical engineering (although there is some overlap) , hence I'm trying to gauge the difficulty of self-prep vs going to
NTU for the prepatory courses.
Thanks in advance for any insights!
