It's not necessarily good. In the past, your CEP more or less determined your rate of promotion. Now, promotion rates are already a complete toss up, with some people staying as GEO3 for only 1.5 years, and others for 8 years. Without CEP, it will become even more unpredictable.
Student class and level ranking officially removed, but we all know it is actually still there. Still required to determine eligibility for edusave awards.

Still have CEP lah. LP, CEP sama sama, different name, but refer to the same thing.

By default, farmer CEP is GEO5, or 5A now. If CEP not raised, will take donkey years to promote.

And given how quotas for As, Bs and C+ are very limited, and officers need to meet certain performance expectations to be eligible to promote, appraisal exercise is often an exercise in horsetrading to push or hold back officers.

For example, if there is only 1 B grade left to give between someone with a low CEP, and have been getting straight Cs the previous years but worked very hard this year, vs someone of a higher CEP who has gotten a B before, and need a B this year to be eligible for promotion, who will receive the B?

Appraisal is never a transparent nor fair process.
