To reach HOD, is only the equivalent of Assistant Director in HQ. Elsewhere, it is normal for fresh grads to attain AD in 5-7 years of service.

Fast progression is also dependent on turnover.
MOE personnel turnover rate at the higher grades (GEO5 and also middle management) is too low, creating one of the worst progression bottlenecks in the public service. We have the talent (for now), but not the opportunities for all of them.
