And yes, if you're a local, you might have noticed the pay offer may be lower. That's kind of government's whole point with the e-pass increase - Jobs that cannot offer higher will be forced to either hire locals, or increase the salary. Do note that 4k * 1.17 = $4,680 after CPF.

There's nth to do with the EP. Go do a
MOM EP assessment then u will know. A local u foreigner fresh grad can get EP at $3000 and the new EP requirements doesn't apply to them at all. They having a contract call Tuition Grant which require them to work in SG for 3yrs. With this contract, no matter what they do how much they earn, they will got their EP. All of my foreigner friend got EP with starting pay of 3k last yr.
