Yeah it's 100% legal.

When you job hop, this is the risk you take. People get offers rescinded all the time... when they negotiate, counter-offer or fail background checks. It happens.

Also "hiring" freeze is a thing, chances are you accepted the offer and the management decided to freeze all hires, that includes those who are "in process", aka you.
