you think they will suka suka want to get someone from outside? then the social compact that they have with their employees on years of service/loyalty/progression gets chucked out the window, not to mention the pathway for scholars.
Everyone will want to work themselves up in the private sector and then jump to the civil service for stability once they hit a high $ amount otherwise

Nowadays
EDB likes to do mid career hires. Know a few people who got in that way. Grinding doesn't mean you will get promoted. Those hentak kaki will leave if they can. Scholars don't really have special pathway unless you are parachuted from Admin Service or similar. Can't comment on rest of PS.
Some people do jump over for stability and compensation reasons because they can be pretty competitive especially if they need your skillset.
