If miwashi were really useless, miwashi's boss would only be too interested to dump the problem to others by letting miwashi transfer to another department so that can bring in a more useful person instead. The fact that the boss neither fights for miwashi's promotion nor lets miwashi transfer departments shows that the boss is cunning, sly and frankly, not fit to be a boss - here's looking at the senior management who let this happen in the first place.

But as with public service, senior management will never take action against middle management, because it means they have to admit they made a mistake in promoting the wrong people to be middle management in the first place. Senior management will just keep quiet and hope that nothing happens on their watch till they retire or transfer out.
