For the 2nd question: Yes you can do that, but the chance for you to land a job is lower than the one you qualify. I've seen some case the applicants can land a job which they don't 100% qualify but they work hard and have a good attitude, so they can still manage it well.

For Q2, sure if I understood your first sentence correctly. Anyway HR's do sometimes convert a leader role in scope A to a non-leader role in the same scope to recruit you if your experiences don't qualify for the lead role right?
