Nope your rank does not matter but one crucial factor in your
NS record that will affect you is your Conduct and Performance indicated in your service transcript.
Everyone should minimally exhibit “Good” performance in the two. Commander or not, if either one of them is just “Satisfactory” or worse “Unsatisfactory” or “Non-Assessable”, it’ll set some red flags to your hiring manager.
