Usually such announcements are embargoed till 5pm and not 8am (unlike economic data) as it will not move the stock markets. But I'll give that to you, psd might change the timing this year.
What is clearly beyond imagination is an AVC even higher than last year, given that econ growth is much slower this year. Unless it's a pretty blatant attempt to curry favour before elections.
