Most people above 40 will certainly secure a job before tender their resignation. I will refer to them as mid career having spent a decade in the workforce. Mid career understandably tend to worry a lot because they have bills that are in excess of 2k for their family.
Yes, you only owe the company either notice period or liquidated damages which usually is a month's wages. This is for the entire public service.
Can't confirm for pte as I heard of strange clauses like, required to pay 1 year wages / 3 months notice... For the 'huge investment' to groom the person.. Some proprietary system... One man's meat is another man's poison.
