When you are a GEO4, there will be more opportunities presented where you can do well. Again, this is subjected to the school and at times, having a supportive RO who might recommend you for projects, etc.

Not exactly true. Experience tells me it is easier to get B or better PB at lower substantive grade. Often, lower sub grade officers take on more work than they should, be it on the pretext of "grooming" you or what. The only thing that makes it difficult is the number of officers in geo 3 or lower sub grade. With too small a number, you need to be at the top of your sub grade to get >B.
>GEO 4 can be competitive, with KPs in the picture. You are also required to do more than teaching.
