Don't worry, Citi HR has more than your offer to process. With Citi being such a huge organisation, red tape and internal approvals will probably determine when you will get the papers. If its been two weeks, why not just reach out to your recruiter for a timeline in a well-mannered way? Its reasonable to ask and check for updates after 2 weeks of wait. Good luck!
