Let’s not speculate unnecessarily. Shortlisted means shortlisted. They are sorting accordingly like for those newbies and existing public servants. Give them some time, as I heard this is a mass intake, HR requires time due high volume of applications. There are a few whose status became unsuccessful for this time - maybe because they were shortlisted the last round but didn’t make it so they will not be shortlisted again.

Let’s be positive guys and avoid unnecessary naysaying as it affects one’s morale.
