Based on my understanding, she'll be given a few departments to choose from for interviews and they'll make offers depending on whether they think it's a good for. I'm not sure if it's actually guaranteed, though I assume chances are higher through this route.

Not sure about how they're identified either, but my guess would be high CEP (many, though not all, scholars would go through this). These ppl might have attended a tea session with upper management earlier - this is also a screening tool used.
