(1) law schools are not national exams ( NUS, SMU and the foreign unis have their own marking scheme and standards)
(2) part A is just overseas uni competing among themselves without NUS and SMU grads (which are technically more superior than overseas grads esp Aust unis)
(3) part B brings both local and overseas grad together taking a standardized exam administered by the SILE. So to do well in Part B means you are truly the best

Your third point is absolutely true. But there is also a random/luck factor to part B. Out of the 9
NUS people, only 1 - 2 have first class honours i.e. the consistently pro ones. The rest are rather random/surprising.
