Unregistered When a person has the desire to go for upgrading, he or she will have left the company when they are not able to get into the graduate position. So don't think anyone will want to waste time waiting, you will lose your motivation.

Not true, if your ministry sends you for upgrade to degree, means definitely they want you to be promoted, they wont send you get a degree for nothing. Unless you ownself go and get a degree but your boss thinks that before and after degree you are still as unproductive.

This scheme is actually for Poly and ITE grads or mid-career switches, not for private uni grads. A poly grad can now move up the ranks, of course, there will be a point whereby a poly grad will still need to upgrade to degree to move further. Most likely poly grads will start on a lower rank than degree grads, but poly grads can still catch up and wont be stuck forever. This is like the ME(Military expert) scheme in SAF.

However, fresh private uni grads will still not see any change. In fact, it will be harder for them because now civil sector recognises local diploma holders over private uni grads. But they can still work in private sector and then come back when they have experience.

why would they do that? they whole point of this extended scheme is to reward productive workers and encouraging ppl not to get a degree for the sake of getting one.

U sacrificed ur time, money and effort to earn a degree. Good job. However, rewarding hard work is just a belief inculcated in us by our parents or educators, because it worked for their generation. Unfortunately, hard work alone will not get u anywhere nowadays if you do not produce the result.

Civil Service: Non-Graduates to join Civil Service under same scheme as Graduates

From Aug 1, non-university graduates who join the civil service will be hired under the same scheme as university graduates.

This means that all officers in the same grade will be assessed for performance and potential in the same way, said Deputy Prime Minister Teo Chee Hean in Parliament on Tuesday.

Mr Teo explained: "Officers assessed to have the same performance and potential will have the same opportunities for advancement and career development, whether they have a degree or not."

Jobs and responsibilities will also be re-designed so that the civil service can make full use of the abilities and potential of its officers.

Mr Teo, who is also the minister-in-charge of the civil service, was responding to Senior Minister State Heng Chee How (Whampoa), who asked for an update on the Public Service Division's study announced last Oct on ways to merge main graduate and non-graduate schemes.

Mr Teo said the study has been completed and the existing Management Executive Scheme, under which most graduates are now hired, will be extended from August 2015.

"Both degree holders and non-degree holders will be recruited on, and progress along, the extended Management Executive Scheme," said Mr Teo.
