Unregistered I have been working in some global MNCs, and I can partially agree to some of these points.

Point 2 is true. usually, those are transfers from Head Office. It depends on the original country. But the FCF will necessitates hiring of locals. To be fair, these investments belong to the rightful owners, and I think it's their prerogative to decide who is their management..naturally, expats are deployed to SG for a specific reason. As long as they adhere to hiring local quotas, I think its still acceptable. They are here obviously for a reason, to bring in FDIs. People should be accepting to them, so long they adhere to hiring local quotas.

Something that we might overlook is this. There are many M'***n educated PMETs chinese (with degrees) who request to be transferred to SG, by nature of the global operations of MNCs. Or if they can speak a foreign language, MNCs likely hire them and place them in SG. I have seen many cases. To be honest, on first sight, are locals likely to see them as same? The answer is likely yes since its hard to tell. Are they competing with S'porean born local/private uni graduates, and can we fill up those role with our own folks with skills upgrading? The answers are likely yes. Is it fair? I think likely the answer is No.


We need good PMETs, who can value-add to the nation yet treat locals with respect & good attitude. If we manage to find such people, we should do our best to keep them. If they are just here to leech, we should be cautious.

Needless to say, the turnover is high for the locals and then we are slapped as 'quitters' and its therefore 'difficult' to find locals.

DanielStone Yes, companies do not want to invest in training and developing locals, but if they will want to have great results they will eventually need to develop and train their workers. This is one of the clearest ways to grow your business numbers. Numbers play an important part in every aspect of our lives, starting from the day we were born, to the number of employees that our company has hired to do the required job. I even know that there are some managers who believe in the spiritual meaning of the numbers they get involved with every day. Unregistered Way to go, revive 6 year old thread. The rate of increase might have been controlled but the absolute number of FTs are glaringly obvious. You have entire project teams with at least 70% Indians. Locals are your low level HR, admin staff, cleaners and front desk people for the ratio.

Unregistered IMO FCF is easily bypassed if the company really want to hire a foreigner over some local candidates. This has been happening in USA for decades. Although government has regulations that an opening needs to be advertised locally to residents first and gives those priority, if a company decided on a foreign talent, it will simply tailor-cut the job description to that candidate's portofolio and put some unrealistic/funny requirements that rule out normal applicants.

The only practical approach to give locals priority is setting hard limit on the quota of foreign talent in each company. But that is a very risky policy that most likely will damage the economy as Singapore is very dependent on the global economy therefore global competency is crucial.

Eventually I think local candidates have to improve their own skill to secure their dream job.

nice one. so many FTs or rather expats. They have the housing allowance and even the school allowance provided they bring their families here.

How do we locals become expats in other countries? Which countries would treat us as expats?
