Unregistered Perm or not shouldn't really matter unless you intend to spend your entire 40 year career in the same job.

Yes, it might also be the case that at times when they need more hires, they will offer MX12 or that you are in the field that is in demand and they want you to agree so they offer you a grade higher to attract you. but if you take a look at the salary range of MX13 and MX12, there is quite an overlap so those offered MX12 don't need to be too happy because you might just be getting the same pay as an MX13 and this may have some disadvantages further down the road.
B*A also gives fresh graduates MX12. It's not only the ministries but statboards also. Likely to address the current surge in tech salaries driving away people from service.

yes, there's a HUGE difference.

1) your CEP will be different. cant rmb what CEP stands for, think Career Estimated Potential or smth liddat. diploma CEP at most MX12. with degree, your CEP at least MX11A or MX10.
basically in short, CEP means the final rank that you will achieve/hit before u retire.

2) with degree, your salary increment will be in the few hundreds per year n promotion will be much faster. with diploma, your salary increment ranges from $80 to $150 per year.

I think maybe ultimately still depends on which ministry/stat board one is applying to. Mine is ministry… recently applied + fresh grad. Hiring manager say the role itself is a perm post leh (tho subjected to 1 year confirmation in service- should be like a 1 year probation bah).

Unregistered From your experience, what is the average annual increment for non-promotion years for MX12?

a bit risky if only contract offered, even for mx12.
I think about 7 years ago, most of the ministries and agencies already didn't offer perm during hire..all on contract and queue for perm offer, at least this was what happened to me and my ex-colleagues back then. Back then those on perm for my side were all on scholarship
