Not surprising. Because one side always build up, another side tear down. Or one side want to build, but other side keep blocking until cannot succeed. The only thing that transform is happy faces to angry faces.

When I am at level 8 sometimes I see people who look like tech staff hanging out there (can hear their convo). If they have a nice place to chill at work, presumably they can be more productive?

Reminds me of how certain questions are answered after the iterative editing process - I have more than one instance of stakeholder calling to clarify what do you mean by this email response huh, I be thinking already told my boss my view the cleared response doesn’t answer the question but if they insist what can I do - just my own impression.
