Every Division/Branch/Section is given a quota when giving grades. For example,
5% - A
25% - B
65% - C
5% - D
It's not easy to get a 'D' grade as the reporting officer has to write a report and then explain to the officer on why he's getting a 'D' grade. As some forumers have already mentioned, 'D' is reserved for those who went on no-pay leave for most of the year, or has resigned from service. Another way to get a 'D' is when the Division/Branch/Section fails to meet the quota i.e. they give more 'As' and 'Bs' than they ought to. As a result, senior management will step in and would draw a simple line to those who are at the bottom of the 'C' grade. Those who fall below the line gets a 'D'... sad but true as that what happened to my reportee (close to retirement and has a loud mouth)... it wasn't a pleasant experience...

How long can they stay put if given consecutive "E" grade a few years in a row?? Every year cost of living rising in S'pore... If no increment.. How to cope?? No need to fire.. They will also resign themselves...

@Miwashi: It appears to me that your working relationships with your boss is quite lacking. If you do hate your organisation/boss, your boss would also hate you, as it's a mutual feeling (people can sense it). For whatever reasons if you decided to stay on, find a time and have a frank and honest discussion session with your boss. Find out what he dislikes about you and promise that you would do something about it. If you did your part, your boss would also do the same in reciprocal. Otherwise, do move on to somewhere else.

we are no longer living in the age that just because u got the best degree in the world u got to have a top job here.
finally if ur goal is to make more money, then go give tutition , pick up a 2 job that u can moon light like property agent or insurance agent and work your butt off lah... stop wasting time lamenting about your job

Save your breath on him. Miwashi, Bean and Anonomous have been around these boards for a long time and hardly post anything of value anyway.
Although they potray themselves differently online (Miwashi the whiner, Bean the lobo public servant and Anonynomous the sophisticated finance banker wanabe), it is very obvious from their postings that they are very unhappy with their current jobs.
These guys start & participate in threads randomly and always steer the conversation to their favorite pet topics regardless of the discussion at hand. I doubt they hope to achieve anything in this forum except to vent real life frustrations and/or enact fantasies in a prallel universe.

Depend on bell curve, D would usually go to some people e.g. rumours I get usually go to someone just resigned to save "remaining" staff. As for E, it's adverse report i.e. did something seriously wrong, boss also need to write reports. Normally, none would get E, as it may lead to firing.
