Yup. L1 and L2 is by RO.

L3 onwards is by practice lead. Supposedly the subject matter expert.

Hence I get it why they gate keep it so tightly

But come on la. Among all the competencies, agile is one of the lowest passing score.

Tiagong even the SM also ask to loosen the citeria but they insists their way so that can produce top "quality" govtechies. Not simply just give out

Simi agile coaches. They are Basically hired to do just that.

Not sure why govtech needs this. After go into agencies and coach alr, wash hands. Then say meet kpi

But actually agencies just do this for the sake of doing it, just to get a chop that hey we are running agile
