Aiyah, pple join stat boards to have better job stability and work/life balance... Usually, many of those who join are either already aware of their own inabilities to survive outside or they just want to slack and enjoy the type of easy life you cannot find working in private companies... Rule of thumb, never join a stat board / civil service unless you are prepared to give up career if you are not at least NUS/SMU/NTU honors 2nd upper.
Your CEP will be very low and you will be condem to mediocre increment and promotion from day 1.

I'm not here to dash hopes for anybody.. but there is little to no chance for a part-time degree holder to enter these top stat boards you mentioned... the very fact that these stat board know that they have the ability to pay well and there are tons of scholars fighting to join the organisation for the high pay... it's only natural that they'll choose the cream of the crop "branded" graduates instead of some local half-passed six part-time degree... No offence to those studying partime but that's the hard truth...

but it is true, as stat boards are the "business arms" of the govt, you need experience and usually need to work from day 1. but they are also more flexible in terms of emplyment and will hire SIM and even oiverseas grads.
but i beg to differ about salary, stat boards are indepedant of the civil service and pay higher.
temasek, edb, A-star, the universities... these are all good paying stat boards, better than ministry, unless you are on the elite Admin Scheme.

Well, it's a known fact that most ministries likes graduates from branded top universities eg. Oxford, Harvard, MIT, Carnegie mellon, etc.. as well as local first class honors from NUS/NTU and SMU.. It's something like a glam thing to only emplot the best of the best...

Some ministries and statutory boards do have an upgrade option, like a grade jump if one gets a degree.

Different ministries and stat boards have different policies on conversion. Best to check with HR.
I graduated from UOL 12 years ago and my then stat board recognized it and upgraded me to their management scheme. Later on I jumped to a ministry and they offered me under MX.
