The crisis only changed after promotees were comfoirmed, so if you were prompted in Apr, it's not because of the change in criteria.

I think it is like what the other person said, Grade J and above PM and BA are getting too expensive for the agencies. I think Grade I is still quite common at least in my Ministry. Some of the Grade I are working as DSM even though their job title is still Senior PM.
