You can still back out because the contract hasn't started if you haven't begun your first day. Just up to you if you want to burn bridges with Stat Board A. You could be honest with Stat Board A about the other offer being better and cross your fingers that the HR accepts you backing out gracefully. But if Stat Board B reneges on the offer (rarely happens but it could), you'll be back at square one.
For me the only time in my life I've managed to make two public service job offers work out (one ministry, one stat board) is when both made their verbal offers within one week of each other, before I had signed any contract.
