Unregistered ROI = Return On Investment
Which means how long you will take to earn back thr money you have invested in your degree/ earning potential of that degree in the future

they gave me exemption of 1 year.

which one should i accept?

Also a female doing electrical engineering, is it hard to find a job? and the salary wise?

also, any singaporeans went to study these course??
Both are equally good universities for engineering related courses in Aus. Do take ROI into consideration as experience is rather important in this field. For me personally I would enrol in monash, get a honours, and work before heading back for a masters. It would give you a better pay as compared to getting a masters directly as you would be given an entry level pay. How much does each degree course? All the best for your future ahead.
