Just have someone inside pushing for you. Got rumour that one officer left CSA for the private sector and came back 2 / 3 years later with triple promotion because hiring officer and him were good friends. Wonder if this r/s was declared to HR during the hiring process. If no declaration made, not very transparent imo.

With your credentials, you can easily find a job that gives you a better salary ...
