All you need is data and you can start classifying them. Sad to say that it exist although not officially classified in public service. And creating something that doesn't exist is called "innovation", and for this case, its called "data analysis". Skills many employees in public service are lacking. Are you one of them?

Lol come on, it's just like looking at primary schools in Singapore. Officially there's no tiering for Nanyang Primary and a Neighborhood Primary but isn't it clear which one is more desirable?
