Unregistered linkedin is useful if you have useful skills. right now IT skills are in hot demand, i have been receiving linkedin inmails and cold calls almost weekly, offering up to 20% increment from current position. meeting up with 2 recruiters next week to find out more before agreeing to any interviews. recruiters are also desperate to "close sales" to earn commission.

CS especially if you are there >10 years honestly no point in linkedin. Recruiters will not bother with those in CS too long and other ministries will just go through the usual careers@gov and wait for people to apply.
