I suspect you worked in another gov agency before with diploma qualification. So after your part-time degree, you are trying to apply jobs based on the updated degree? Seems the HR offered you Mx 13 based on your previous Mx grade. This is definitely a low balled offer, advise you to think twice cuz both rank and pay are lower than what you as a degree holder should have

which ministry? did you give them your payslip?
