So far i know some of the bank does not have 13 months one. They include into basic. 1/12*(basic)+(basic) = monthly basic.
But for SME it depend on agreement. you may read below link.

13 months is a legacy practice and many MNCs and finance industry in Singapore are getting rid of it. It is not compulsory and is slowing falling out of trend.

Bonus (exc sales) in pte sector usually only pay once a year. You are confusing with Civil Service that pays a mid year bonus every year.
