Likely still processing your security clearance, keep applying just in case

Unregistered Applied to one of the smaller ministries. 2 hours after interview HR emailed me for reference check, salary expectations and payslips. Referee contacted 3 days later and done same day. It's been almost 3 weeks since, when am I likely to hear from them? I emailed them for an update but they never respond.
