Tbh I donít see any difference. You throw a rock and you will hit a ďscholarĒ. Very difficult to differentiate between a scholar and non-scholar. Letís all face it. It was a mass recruitment drive for bonded AHPs at the end of the day.

The norm is no, but there will be rare exceptions to this for reasons unknown.

Side story, heard that a senior management who moved to another PHI with her her JG and salary frozen per the policy, but managed to negotiate under the table a guaranteed promotion to be awarded in the following year.

Source: Am a healthcare administrator and have verified with new colleagues who joined recently from a different cluster.
