We're talking 0 experience and no other relevant diplomas/degrees. How much salary should such a person expect in the beginning? And what future prospects/pay can a person expect as he gains experience?

Depends whether your employer consider you as a diploma grad. If yes then likely 1.8-2k, if not then an accounting or AR/AP clerk would be more on the lower end of 1.6-1.7k.

I started my career with ACCA level 2 at $1,450/m. Now after 12 years, my salary is $12,000/m.

Do we need to pay annual membership fee in order to put ACCA beside our name?

Yes. You will need to pay to use the designation.

Care to share your career progression path? U still at ACCA level 2 now?

I got my ACCA level 2 in 2002 and stopped at that. After working for close to 30years, my pay is only around $5+. I hv a dip in BS from NP. I have always attribute my pay to my lack of a full ACCA cert.

In 1999 with only Jr College education (didn't pass A level) and with 4 years accounting experience I was promoted to Snr Accounts Executive and drawing $2.85k. Left the industry to do sales. Now unemployed and out of the industry for so long can't even get $2k.
Everything is about opportunity and timing.
Sometimes you need to change company to move up. If you are working for a company for more then 10 years and still doing the same thing you haven't not learned anything new. Your Dip and ACCA is to get you through the front door, pick up interview skills, study body language. You can actually present yourself to be a very appealing candidate to the interviewer even you don't have the right experience or expertise.
But working for 30 years you are at least 50 years old. It's not easy to find a nice job at this age. A few things you can do. Do up your LinkedIn page, take a nice photo. Apply for jobs with a big MNC, pay at least $8k. If given the opportunity go for interview, go and see what it is required or takes to get paid $8k.
Sometimes you can be surprised that someone is willing to pay you more for doing exactly what you are doing for less.
