i have 4 years of experience in a japanese IT company dealing with network/infrastructure, if i were to join imda, would i be able to start of as manager or still asst manager like fresh grad?

Local uni degree? If yes, should be manager.

Depends what u r doing in govtech. There are many diff job scopes.
