Not likely unless scholar. Stat boards usually have ADs. More likely to become AD after 6 years.

That is abit impossible. There is no way you can jump from a Senior Officer to a Head of department in 3 years at Science Center, much lest to a DD position within 6 years. Even if he is a scholar, it would seem to be too fast. We maybe missing some links to understand how he achieved all these.

Y CS increment is like more than 8% every year? i got friends working in CS and they all said C/C+ is 3-4%, B is like 5% at max and only A grade is like 8%, promotion maybe got 10% but this only like >10% every yr?
and no lah, unless scholar, most wouldn't be promoted to MX11 within 2 years, even scholars take 3-4 years to go MX11 because many many people going to retire at MX11 or MX10.

have u all encountered colleagues who sulk and grumble when they don't get a promotion?
Instead of reflecting on their own performance, they blame the organisation, point the finger at their bosses and compare themselves with others.
These people need to pull up their socks and wise up.
