No go. Usually MX10 and MX9 are DD and D levels. What this means is that they rather take in from within the org, or from within public sector. It is rare to see DD/D coming in from outside into the system, unless they are fantastic and willing to take paycut.

For those who are hired under professional service scheme in ministry, does their bonus follow the mx scheme?

The people from outside should wise up if they think they can just walk in and get a senior position.

Ditto for those inside who think they can just walk out and get a senior position

yes, such positions are only for existing CS officers.

private sector applicants usually come in at mx12 or mx11.

Of course it will be difficult for any Dir to go out into an industry and want to get a SVP or higher position. But once you've already reached the Dir position, why would you want to go out?? I seriously doubt they can find an job out there, with the same work life balance, authority, and pay. Sure there are jobs which definitely pay more, or come with more authority, but I doubt it comes with the same work life balance. Even if they do, the position's definitely out of their league.

In summary, there seem to be more executives who wish to join CS at Dir position, then Directors in CS who want to get out in pte. Much as all those high level executives in the pte who thinks they are more than qualified to join as Dir in CS, it is not that simple. Their experience and achievements probably qualify. But making policies that affect a nation is a totally different story, where dollars and cents ain't the only factor in an equation. Having no experience in that makes it one of the reasons why they cannot join CS, not unless they are willing to take severe pay cut and come in at a lower level.

Hi All, got a situation here, hope to get some advice.

Currently in Ministry, but got an offer outside (GLC) with about 20% increment in basic. Understand that the GLC's bonus is not as good as CS. Should I take up the offer?

U have to work out the annual and compare. Higher basic is a good thing but U need to look at annual in order to compare properly.
Not all GLCs are good, it really depends. Is it temasek linked?

Sigh. That was what I observed and was worried about.

Thank you for your pointers. Yes I've looked at annual to compare properly; it is still about 20% more. No it is not temasek linked. I will be taking on a higher role there (added responsibilities).
